parade plans. it's another chance to get up close to pope francis when he visits philadelphia later this month. we have the route plus details on additional tickets for the papal events on the parkway. before the pope takes over the parkway, it's beyonce's house. final preparations are under way for this weekend's made in america festival. we'll break down the schedule and road closures. >> our stretch of steamy weather is just about over. the nbc 10 first alert weather team tracking cooler temperatures for the labor day holiday weekend. timing is everything. it's 5:30. good morning, welcome back to nbc 10 news today. i'm tracy davidson. >> i'm chris cato. hopefully your morning is off to a great start. let's get started with meteorologist bill henley and his first alert forecast. it's a muggy one out there. >> yes, it took a break yesterday but the mugginess is back. that's giving us a bit of a warmer start this morning. philadelphia, 76 degrees. just dropped to 69 in pottstown, wrightstown at 68 degrees. atlantic city the upper 60s as well. roxborough dropped to 73 while

it's 79 in south philadelphia. we will see sunshine. the sun will be up in about an we'll see sunshine with scattered clouds this morning. it's this afternoon we'll likely see scattered showers and thunderstorms. 76 degrees at 7:00. a little bit of a northeasterly wind at 9 miles an hour, that wind will help keep temperatures lower, that and scattered showers, 85 degrees at 1:00. the forecast, neighborhood by neighborhood when i'm back in ten minutes. jessica boyington has a look at your first alert traffic. jessica? >> we're on the schuylkill expressway right now, right around south street. everything is still moving along nicely. westbound lanes right in here. starting to pack in just a little bit. the drive times are okay. this is an eastbound drive time. eastbound headed toward the center city area. we're still at 12 minutes from the blue route up towards the vine street expressway. no big deal there. if you're heading out the door in montgomery county, 422, all the cars are still green and moving. no increase yet for the drive

time from 29 up towards the schuylkill expressway, that's typically where we see the volume in the morning hours. but still eight minutes, average speeds of 63 miles per hour. we're moving. also an accident out in montgomery county in norristown. watch out for main and hamilton street. an accident scene there. we know one thing that will snarl weekend traffic. this is preparations for made in america on the ben franklin parkway. they have five stages this year instead of four. thousands more people and of course queen bee, beyonce. nbc 10's matt delucia joins us live to show us the setup and what this will mean for everyone's holiday weekend, whether they're going to the festival or not. >> talking with people who live and work around here, they'll tell you this really is the epicenter of activity, especially this month. you have the made in america festival coming up this weekend, followed by the papal visit in just a few weeks. right now you can see everything is still dark. they've got the setup out here,

the main stage to the right there by the steps of the art museum. really pretty much ready to go.ç beyonce as we mentioned will be the headline act on saturday night. the weekend will be on sunday night. it's bigger this year, the made in america festival, with the addition of a fiveth stage. it's also one block longer. last year the festival started at 22nd street. now it's at 21st. the tickets, if you're wondering, they are sold out. last year there were 60,000 attendees, now it's expected to be up to 70,000. when you talk about the preparation for the papal visit, there's a lot of security that's going to be involved with this. also road closures but in terms of size, it does not compare with the anticipation of well over a million people. >> i have family coming in town. i'll be hosting them but the sense that i've had with my neighbors and people that i've talked to at work is kind of like, this is happening?

we want to get out of the city. unfortunately it should be the opposite of that. >> and traffic wise, keep in mind the area around the art museum will be shut down because of the made in america festival. we have a full list of the closures on our website at nbc10.com. live in center city this morning, matt delucia, nbc 10 news. 5:34. happening today people will pay respects to fallen philadelphia police officer sergeant rafael ali. he died last month after he lost control of his pickup truck and slammed into a tree in rossboro. this morning, the family will be holding a second viewing and people will gather for a funeral in ogontz. a prayer vigil will be held for two siblings that died after being hit by a car. the service begins at 8:00 at the municipal playground. the family was walking home from the park last month when they were hit. the driver was not charged. now to preparing for the pope and the papal visit is now

just more than three weeks away. it's getting there. we're learning more about how youç can see the pope when he gets to philadelphia. >> yesterday, organizers had a couple big announcements. they said they'll have 25,000 more free tickets available to the public. there will also be two papal praise, the pope parading through the crowds there. the first of those will be on saturday, september 26th in center city. this is animation of the route he will take starting at eakins oval going down to city hall and around city hall, back to eakins oval. the second parade will take place the next day on the parkway as well. the details of the exact route are still being finalized. organizers say you will be able to get a firsthand look at the pope from as far away as city hall. new information for anyone looking to take the river link ferry from camden to philadelphia for the papal visit, this is a live look at the ben franklin bridge where that ferry will cross the delaware parallel to the bridge. the question, though, is, with limited parking, how do you get

to the ferry? officials say they hope to have an answer to that question by next week. the river link ferry is running from saturday, september 25th through monday -- that should be saturday, september 26th through monday, september 28th with extended hours on saturday and sunday. people can buy tickets for $7 online. you know, preparing for the pope also means planning for an emergency. we'll show you what officials are doing now to make sure they have plenty of food, water and medical supplies in case anything happens. and time to make the ice. we'll tell you how you could be one of the people that get to help transform the wells fargo center for the flyers upcoming season. no ice but we could see rain. not this morning. it is dry. that's a clear view from center city. a muggy start this morning. right now it's 74 degrees at 5:36.

now your nbc 10ç first ale weather with meteorologist bill henley. >> 4:39. we have clear skies. watching for some fog. we'll see it in center city, though, the humidity is elevated this morning. 76%. the mugginess is back and we'll likely feel showers during the day. thin clouds in atlantic city and cape may. no sign of wet weather yet. as we go into the afternoon, different story. bethlehem, pennsburg, morgantown, 80s this afternoon. scattered showers possible in abington, morristown, borentown. at the shore, no showers. low 80s this afternoon. inland 88 for smyrna and a chance of scattered showers for philadelphia. 86 degrees today. woodstown also at 86. big changes this weekend. seven-day when i'm back in ten. all right, bill, 20 minutes till 6:00. we've been taking a check at area roadways as we do at this time every morning.

no major problems have cropped up yet. traffic may be heavier out there later on this morning as people are trying to get down the shore. this is a live look at route 422. obviously people will be hurting the roads later this morning as they always do at this hour. >> let's find out more. jessica boyington is watching all of our cameras. jessica? >> chris and tracy, we're looking live at route 422 around trooper road. everything moving along nicely, eastbound, heading towards the schuylkill expressway, no problems. that's our drive time, eight minutes from 29 up towards the schuylkill expressway. those average speeds about 64 miles per hour. you're good to go out the door there. the rest the drive times, 95 southbound from woodhaven road up toward the vine street expressway. that's a 13-minute trip, 12 minutes on the schuylkill, still no problems. eastbound into the center city area, the blue route also doing just fine. >> 20 minutes before 6:00. in the race for the white house, no decision from vice president joe biden whether he will run. we'll tell you the one thing

5:43. new information this morning, three young men from central pennsylvania were sentenced for throwing rocks off of a highway

overpass. one of those caused brain damage to a woman driving along. the rock throwing happened on i-80 last summer in lewisburg. the stens range from a year in county jail to up to 20 years in state prison. same-sex couples plan to head to rowan county courthouse in kentucky to get marriage licenses. a few deputy clerks say they will issue those lines even though their boss is still in jail. yesterday, a federal court judge tossed county clerk kim davis in jail. she's the one who's been refusing to issue same-sex marriage licenses. her lawyers say her conscience will not allow her to do so and this is all about religious freedom. nbc's gabe gutierrez is in kentucky and will have more coming up on the "today" show. 5:45. democratic presidential front-runner hillary clinton will sit down with andrea mitchell for an exclusive interview. later, clinton will travel to puerto rico to participate in a

health care roundtable. well, to run or not to run. that'sç the question that vice president joe biden says he honestly can't answer right now. speaking at an atlanta synagogue last night, biden says he's not made the decision yet. he first has to determine whether he and his family have the emotional energy for such a tough campaign. vice president has been grieving since his son beau died of cancer in may. >> but unless i can go to my party and the american people and say that i'm able to devote my whole heart and my whole soul to this endeavor, it would not be appropriate. >> biden shot down the rumors that fund-raising was preventing him from entering the race, saying his family was the only factor right now. >> well, donald trump made the pledge to the republican party. >> they have been wanting this.

>> yes. >> the gop front-runner vows to not run as an independent if he fails to win the gop nomination. he made that announcement yesterday in front of a packed house at trump tower in new york city. he signed a pledge to support the potential republican nominee if he doesn't win the nomination. but he's under no legal obligation to abide by that document. however, trump says he sees no circumstance under which he would break the pledge. >> the question was, what did i get for signing the pledge? absolutely nothing, other than the assurance that i would be treated fairly. i've seen that over the last two months. they really have been very fair. >> trump has 30% support nationwide among republican voters according to the latest monmouth poll. that's trump's highest rating so far. the department of homeland security says the rails will be safe during the pope's visit. the agency is already focusing more attention on trains after the foiled attack in france who weeks ago. this weekend, agents will conduct operation safety involving random searches by officers and dogs.

plus, preparing for an emergency,ç crews across south jersey are stocking up on supplies like food, water and emergency kits just to be ready for the unexpected. workers will pack up supplies into giant mobile units in the coming weeks. >> we're doing mass care support so it would be things like shelf stable meals, water, obviously we're working with our partners, the red cross and salvation army in support of those operations. shelter kits, cots, blankets, wheelchairs. >> crews are also preparing for emergency evacuations if the situation calls for it. 5:47. the number of teens taking college entrance exams is up but scores are going down. a record 1.7 million current college freshmen took the s.a.t.s but fewer than half, about 42%, had scores showing they were ready for college. s.a.t. scores pell for the fifth year in a row in reading, math and writing. let's take a look at scores in this region. new jersey ranking best in the area with an average of 1520, pennsylvania students averaging

1485, delaware students the lowest at 1368. 2400 by the way is a perfect score. well, it's back to school season for one lucky teacher in camden. >> a big box retailer surprised her with a classroom makeover. she's so overwhelmed. walmart surprised this english teacher with a new ipad mini and a bunch of school essentials. she's the only english teacher for ninth, tenth and eleav elea graders at camden transitional academy. now first alert weather with meteorologist bill henley. >> 12 minutes before 6:00. we're about 45 minutes away from seeing sunshine. skies are nice and clear over center city, though it is muggier this morning. we're watching for some areas of fog. scattered clouds over

philadelphia international, 77 degrees. a little bit of a breeze. you'll feel the additional humidity at 74%. usually can see fog in the pocono mountains. this is the view from sky top lodge. no fog there. but there are some areas that are seeing a little bit of fog. hazleton has half a mile visibility. light fog there. not an issue in blue bell but in mt. holly, down to 2 1/2 myles and 1 1/2-mile visibility for millville. it just got a little bit thicker in wildwood and atlantic city at the airport now reporting visibility under a mile. you might see some spots of fog to start with but the fog will be clearing during the day. we will not see temperatures in the 90s for a change. but there's a good chance we'll get showers and thunderstorms. these storms will stay to our west. during the day we'll likely see showers pop up in the philadelphia area. this morning should stay dry. 75 degrees at 7:00. by later in the morning, the clouds start moving in. noontime, some scattered showers for doylestown, northeast philadelphia and into

philadelphia as we go through the afternoon, those showers will be beginning through pennsylvania and into delaware. but most of new jersey will stay dry and by this evening, the skies are clearing and that will get us ready for some really nice weekend weather. for today, though, you may need an umbrella this afternoon, partly sunny this morning, scattered showers and thunderstorms. not everybody will see widespread rainfall today. 80s this afternoon, no 90s, no 90s for the weekend either, 85, nice and comfortable. the humidity down on saturday. the humidity goes even lower for send and monday. look at sunday morning down to 61 degrees. 63 to start with monday afternoon. both days warming into the upper 80s. then it's back into the 90s for tuesday, wednesday and thursday. >> all right, bill, thanks for that. 5:50. we've launched skyforce 10 to check out breaking news of a water main break in nooet philadelph -- northeast philadelphia. police are reporting that the

road is çbuckling. wow, you can see that. >> you can see the water rushing in there. >> yes. >> let's go to nbc 10's first alert traffic reporter jessica boyington to show us how to get around this. jessica? >> chris and tracy, what you're seeing again is in northeast philadelphia with that water main break. it will be in the area for quite some time. for right now, this is at knight's road and chalfont drive. take woodhaven road. it's not exactly a back road around that area but definitely an alternate that's close by that is good right now. i just looked at my cameras there as well. you won't have a backup. in you're heading on the new jersey turnpike right now towards new york city, there is a truck five that's been out there for quite some time. the cleanup is an active thing. it's over on the right-hand side. it is an outer roadway northbound. right around exit 8a. watch out for that. as we head out the door on to

95, right around cottman avenue, we're still doing okay. we have the right-hand shoulder missing. southbound we i have a 14-minute drive time from woodhaven road up to the vine street expressway. more updates on the water main break to come. >> speaking of travel, americans are hitting the roads to take full advantage of the last long weekend of the summer. the fourth straight year, more labor day travel is expected mainly by car, mainly because gas prices are so low. consumers are saying on average 84 cents less a gallon than they did last labor day. a trend that experts say could continue well beyond the holiday weekend. those lower gas prices will be a welcome sight. some drivers could see prices, again, very, very low as they hit the roads, under the $2 mark. nbc 10 found gas at 1.97 at this gas station in woodbury. the national average could drop as lows a2.44 a gallon which would be the lowest since 2004. now gas prices in our area in philadelphia, in the çfive-couy

in allentown, the city is making repairs to the new ppl center. crews are trying to fix a cracked concrete concourse. officials blame that on the rush to open last september. one lucky fan will get a chance to help with the ice being made for the flyers season. they are opening the arena to all fans who would like to watch the ice-making process. the public is welcome tuesday from 10:00 until 2:00. mcdonald's decision to start serving breakfast all day comes on the heels of a bird shortageç the bird flu has killed tens of
